Runge N:Please correct the minutes to indicate that the following concerns I expressed at the 4-13-10 meeting came to me from various constituents of mine: "1) The stipend for teaching a course has been unchanged for a number of years now, and even though the university budget remains tight, even in our better years the money hasn't been made available. 2) During the service awards in April, there is always an outstanding teacher award given to a full-time professor. I am curious to see if other part-time instructors believe it's necessary to also have a recognition for part-time faculty, and I would be interested in the provost's opinion on this issue. I raised both of the above issues (#1 ) with our previous Provost, and he thankedme for raising them, butI am not aware they were discussed further. 3) The last time Part-time faculty got a raise ($500/ class) was in 2001. 4) Gas prices are up and other prices have inflated but not even a 2.25 % ($65/ per class) cost of living increase has been given to part-time faculty over at least 10 years! We are actually making less money now in terms of buying power. 5) At many Junior colleges (e.g. Pulaski Tech), P-T faculty members dont have to pay for parking permits. 6) Hendrix pays $100/term/person to purchase cafeteria food even for Part-time faculty. 7) All the Arkansas universities and colleges- except BTand ASU- pay towards social security contributions for their Part-time faculty. 8) Part-time Faculty members teach quality classes. If the department chair feels they dont, then they shouldnt be hired. 9) At this time it seems one of the main concerns of Part-time Faculty members is that they are not respected at UCA. 10) I teach a class comprised of a large number of non-traditional students. There are always several students each semester who do not know how to upload assignments or use the other Blackboard functions. We need a short online class or tutorial available for students who are new to Blackboard that will teach them Blackboard basics before they enroll in an online class." Hebert: In following section: "Isom: Although some improvements have been made, the BThomepage ads for summer school give the misleading impression that students may improve a GPA by staying at BTfor summer school because summer courses are less rigorous that fall and spring courses. Gillean: We are here to respond to the concern from the College of Education Faculty with regard to parking near Mashburn Hall. We recognize that this is an ongoing concern. Three or four meetings of the Parking and Traffic Committee were held this past fall. As a result, and after consultation with UCAPD and BTPhysical Plant, changes were made to address this concern. There was a faculty member from the College of Education on this committee. However, it is possible that there was less than adequate communication about the changes. Stacks: BThad this systems at one time (long ago)., It is costly to administrate and still does not guarantee availability of spots when needed by particular individuals. Gillean: Perhaps the Faculty Senate could take some action on this issue - perhaps, refer it to the Parking and Traffic Committee for consideration. Poole: Could a loading zone for Macallister Hall be provided? Also, with traffic now blocked from the Alumni Circle area, how will ambulances get through? It is more the business of the department rather than of the college to decided whether or not someone is "unconflicted enough" to render a fair judgement. Castro: Perhaps include an appeal process for someone who has been recused. The only big changes in r-6 are in the preamble and a new section that teases apart the language on faculty rank and faculty title. Bratton G: Aren't we voting on all 41 pages of Chap 3? President Parrack: No, just on the chapter arrangement/outline, two preambles, and a table of contents. Fletcher: When you create a new outline, you have to re-organize content. Boniecki: Yes, that's what the 41 page document with margin notations was designed to show. President Parrack: We're voting on a major re-organization of the existing chapter. Adjunct Faculty The university may extend adjunct faculty appointments upon recommendation of a department and with support of the appropriate dean and the provost. Adjunct faculty members must possess the necessary education and experience expected by the department to meet the instructional needs for which they are appointed. Adjunct faculty will be entitled to Torreyson Library privileges and to use the title Adjunct Instructor. i. Non-compensated adjunct faculty These appointments are non-compensatory, but do not preclude offering a separate temporary faculty appointment. Persons receiving such appointments may come either from outside the university or hold non-faculty appointments at UCA. Non-compensated adjunct appointments may be granted for terms not to exceed three years, and significant contributions must be made to the university for reappointment. . ii. Adjunct faculty paid per course Adjunct faculty members paid per course are appointed on an as-needed basis for a term not to exceed one semester. Employment terminates automatically at the end of the semester, but may be renewed depending on the instructional needs of the department. Adjunct faculty members paid per course have only the duties directly associated with their teaching assignments and are not required to perform committee work or assume other responsibilities required of full-time faculty. Boniecki The amended section attempts to differentiate types of adjunct faculty. Runge N: Asks question about the statement about part-time faculty not holding faculty rank. Boniecki: Explains reasoning behind the statement. At present there is no "rank" that corresponds to adjunct faculty. Castro: Has there been any discussion about creating a glossary for the handbook? Boniecki: We tried to define "rank" in the preamble. There has been talk of creating a glossary, but, this would not, in of itself, create a rank for adjunct faculty. Adjunct faculty are an "appointment," not a "rank." "Rank" is not the same as "title," and "rank" carries special expectations.
